Job Description

Role Summary

  • Provide technical reviews on traffic diversion plans and traffic safety schemes prepared by the GECs and the Contractors, to ensure they are adequate to accomplish an acceptable and safe level of service on the existing roadwork network.

  • Oversee, coordinate and support the planning and management of traffic requirements for the temporary traffic management works.

  • Review and support the process for approval of Traffic Diversion Plans (TDP). He will ensure that the requirements of the Work Zone Traffic Management Guide (WZTMG) are incorporated into the TDPs.

  • Coordinate with Contractors, GECs, PWA and MOI to ensure development of the highest standards and requirements for safe and efficient work zone traffic management and diversions are implemented during construction. He will monitor and report on the implementation of the approved traffic diversion plans.

  • upport the PWA Road Safety Team and Area Teams with road safety issues during construction.

  • Provide technical reviews for all stages of safety audits and make recommendations to the GEC and Contractors for improvements.

  • Interface with all road and other infrastructure projects under construction and government agencies.

  • Interface with the Traffic Police Department and other government agencies regarding road safety.

Responsibilities

  • Monitor and review Contractor/GEC on the preparation and submission of safe traffic diversions and work zone safety plans and provide TDPs approvals accordingly.

  • Assist the RPD Area Teams with traffic management/ traffic safety during construction.

  • Review and recommend on road works planning activities

  • Attend site to monitor and support on the implementation of the TDPs that may include joint site visits with MOI.

  • Helping PWA by reviewing, approving and supervision of non RPD TDPs

  • Helping PWA by writing Arabic or English letters, reports, minutes of meetings, etc for non LRDP traffic issues.

  • Coordinate with GEC’s and Contractors on the provision and implementation of roadside safety measures during construction works.

  • Ensure regular road safety audits are carried on the contractor’s traffic management diversion plans.

  • Assist with the management of Road Safety Audits by the GECs in accordance with the project brief and requirements established by other associated contracts.

  • Provide technical reviews for all stages of road safety audits and chair the RSA de-brief meetings and provide an approval for all of RSA stages before final submittal to RSA.

  • Conduct regular joint site visits with RPD Area Teams and PWA Health and Safety Teams during and before completing stage 4 opening road safety audit and approval

  • Define and apply appropriate methodology and technical standards for GEC Transport Studies and modelling activities.

  • Review GEC submissions for transport studies, Traffic Engineering and ITS plans, and assist the Area Section Head with approval recommendations at Gateways 1, 2, 3, 4, 5 and 6.

  • Manage the provision of Road Safety Audits by the GECs in accordance with the project brief and requirements thereof.

  • Coordinate with GECs the provision of appropriate circulation, access and roadside safety measures for each project, and work collaboratively with other disciplines to identify strategies and mechanisms for implementing enhanced streetscape design on projects.

  • Assist the Area teams as required to evaluate technical issues and for managing change through the project delivery process.

  • Assist the RPD Area Section Teams with traffic safety and management provisions during construction.

  • Provide special technical support services as may be requested by PWA.

  • Supervise and manage staff assigned to support him.

  • Fulfil various reporting upon request.

  • Mentor Staff

  • Other duties as assigned.

Relationships

  • Collaboratively work with counterparts at MoTC, PWA and GECs.

  • Provide coordination activities with stakeholders and the Traffic Police Department.

  • Provide direct supervision of technical staff assigned to support him.

Qualifications

  • Minimum 20+ Years Experience.

  • Bachelor Degree in relevant Engineering field.
