Job Description

AECOM is seeking a Construction Project Manager IV to be based in one of the following locations: Fairbanks, AK.

AECOM is seeking a highly qualified resilient Construction Project Manager to provide embedded on-site PM/CM support for Federal LPOE (Land Port of Operation) modernization construction projects. Project is located at the ALCAN LPOE in Tok Alaska,, and the position is fulltime embedded at the project site . (Other projects openings are available at the Pacific Highway LPOE in Blaine Washington and Porthill LPOE in Bonners Ferry Idaho). This is a multi-year full-time embedded on-site field construction support role serving as Construction Project Manager / Owner’s Representative.

Overview Summary

Position is with the AECOM Program Management Group. This group manages various aspects of programs and projects to comprehensively serve the client and profitably support the delivery of complex Federal construction projects with results that meet or exceed client requirements and are aligned with AECOM’s core values and financial objectives.

Position Summary

Construction Manager IV (Level 9): Responsible for managing a singular high profile complex multi-year project embedded at the project site to achieve specified objectives. Involves the overall planning, coordination, and control of a project from inception to completion (Design Phase, Phased Construction Phase, and Commissioning and Acceptance Phase) to produce a functionally and financially viable project that will be completed on time within authorized cost and to the required quality despite the harsh sub-arctic environment and remote location.

Manages scope, schedule, budget, quality, safety, and change management.

  • Reports directly to the Pacific Northwest Market Sector Leader and West Region GSA Business Development Leader.

  • Managing a singular high profile complex multi-year project embedded at the project site to achieve specified objectives. Involves the overall planning, coordination, and control of a project from inception to completion (Design Phase, Phased Construction Phase, and Commissioning and Acceptance Phase) to produce a functionally and financially viable project that will be completed on time within authorized cost and to the required quality despite the harsh sub-arctic environment and remote location.

  • Serves as primary point of contact in the field – reports to, collaborates with, and communicates per the project communication plan with the Owner’s project team (CO, PM, COR, Ppty Mgr, O&M, key stakeholders, etc); and professionally interfaces with the project design and constructor teams (DB), provides proactive project assessment and support, and maintains team engagement, and client satisfaction. Oversees one to two additional AECOM Field Personnel (Inspector / Quality Assurance Manager and Project Engineer / Administrator).

  • Delivers revenues assigned from specific clients as a result of repeat business resulting from exceptional quality and execution of projects. Consistently maintains profit margins and plans and completes project(s) without write-downs or multiplier erosion.

  • Has decision-making authority for project controls as authorized for this unique project.

  • Builds / supports collaborative project teams and directs / delegates to limited field and office staff assigned to the same project(s). Leads team in providing comprehensive construction management assist support services and owner’s representation, provides on-site field observation for conformance with the SOW, Contract, applicable codes and standards including the GSA P-100 and CBP guidelines, provides summary progress documentation of the construction activities and certification of work in place for recommending payment of Invoices and accepting work, provides real time feedback to the client regarding scope of work completion and contract compliance; recognizes risk and uncertainty and develops plans to mitigate and eliminate such, and operates to minimize unsatisfactory work and exposure to claims.

  • Project Specific Responsibilities include, but are not limited to, the following: typically supports project from inception to completion, coordinates design review comments from various AECOM, GSA, and Agency subject matter experts (SME), conducts constructability reviews, manages submittal processing, provides quality assurance, observes and certifies work in place as part of processing invoices, reviews site progress, protection of onsite stored materials, conditions affecting quality of installed work (weather, oversight, labor pools), manages meetings and site observations, performs labor interviews, manages change and claim management including RFI, PCO, and COP, tracks project status and quality compliance providing reports relative to schedule, cost control, quality, staffing, observe building / worker / tenant and public safety, provides tenant and stakeholder communications, maintains accurate, fair, and unbiased dailies, and other professional support and contract requirements. Coordinates and supports other field and project support members (estimators, schedulers, engineers, quality assurance inspectors, and consultants) through all project stages and phases. Follows and executes the projects in compliance with the Quality Management System and manage document uploads to the clients preferred PIMS and the GSA Kahua system.

  • Typically supports projects involving RTF (Risk Triggering Factors).

  • Non-managerial responsibilities include mentoring, coordination, field oversight, and direction of AECOM and consultant staff assigned to the same project(s) to ensure continuous improvement, and quality completion of assigned and delegated tasks and project responsibilities supporting the contract requirements and client satisfaction.

Qualifications

MINIMUM REQUIREMENTS

  • Bachelor’s degree plus six (6) years of related experience or demonstrated equivalency of experience and or education.

  • Proven Experience performing and supporting the successful completion of similar projects in comparable environments and conditions.

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Construction Management, Architecture, Engineering, or related field.

  • Professional Engineering Certification, License or Architectural Registration a plus.

  • Federal (or state/municipal) governmental experience.

  • Land Port of Entry (LPOE), Air Port of entry, embassy / military base or federal secure compound / facility experience.

  • Remote, off-grid, limited access site locations, arctic / sub-arctic, extreme environment experience.

  • Experience supporting and/or managing complex projects as a Construction Project Manager.

  • Knowledge of and proven experience with planning and procurement phase management (pre-planning, planning, PDS, POR, OPR documents, acquisition support and BD, D-B-B, CMc procurement, consultant procurement); design phase management (design and constructability reviews, submittals, value added); construction phase management (CM/PM support services, Owner’s Representation, field observation, and contract management), closeout and warranty phase management (Cx support, warranty backcheck).

  • Thorough knowledge of engineering and construction principles, practices and procedures, familiarity if not competency with applicable codes, laws, and government regulations, overlay guidelines (P-100 and CBP), principles of project management, and field observation and supervision.

  • Familiarity if not competency with Federal contract administration, public contract codes, federal acquisition regulations.

  • Professional demeanor, attentive and accommodating customer service skills, clear and detailed oral and written communication skills, collaborative team building skills, lead by example, proactive problem solver, capable of adjusting to changing job environments, seeks de-escalation. Self-directed.

  • Proficiency in using, Microsoft Word and Microsoft Excel, competency with various review and PIMS repository programs, and other support software (CAD, BIM, Bluebeam, Structions, Procore, etc).

  • Familiarity with accepted cold-weather buildings practices, materials and techniques, safety procedures, knowledge of common and general code requirements, and permitting processes and requirements.

  • Ability to safely move throughout an active construction job site, and in a harsh environment.

  • A valid driver's license, US Passport recommended as work is at an border crossing.

  • PMP and/or CCM Certification.

Additional Information

  • This position is anticipated to be fulltime with a mix of remote and onsite during the Design Phase (6-9 months) and fulltime embedded onsite during the multiple-phased Construction Phase(24--32 months). Due to the remote location of the site the position applicant will reside at the site with limited travel opportunity / infrequent access to adjacent towns or lower 48 CONUS locations. This position does not anticipate required travel into Canada.

  • AECOM background screening and fingerprinting will be required.

  • Client background screening and fingerprinting and security adjudication will be required (*)

  • This position does not include sponsorship for United States work authorization, sponsorship is not permitted or available.

  • Relocation and/or per diem may be available for this position - TBD.

  • This position may be subject to a pre-employment Motor Vehicle Record Screening.

  • Employees may be required to maintain additional AECOM sponsored federal training and certifications.

Work Schedule is TBD but minimally will be five (5) weekday / eight (8) hour workday with summer shifts extend to sixteen (16) hours to take advantage of the extended daylight and preferred weather conditions. Furloughing during winter is not.

Furloughing during winter is not expected as year-round work is anticipated. Position is salaried (exempt)

(*) Due to the nature of the work assignments, applicant must be a US Citizen -or- have a Green Card with 24 months of continuous US residency in order to qualify for the required Federal security clearance. Job hire is contingent upon AECOM winning the contract and applicant successfully completing and passing the contractor adjudication and badging requirements for the HSPD-12 Tier-1 Security Credential. Successfully completing the Contractor Badging process is a condition for employment.

Offered compensation will be based on location and individual qualifications. The expected range is $92,000.00 - $171,000.00.
