Job Description
AECOM is accepting resumes for various Environmental Historic Preservations Specialists (EHP) positions to perform the tasks listed below in the Project Overview.
EHP Specialist positions may include Archaeologist, Architectural Historian, Biologist, Certified Floodplain Manager, Ecologist, Environmental Planner, Historic Architect, Horticulturalist, Water Quality Specialist, and Wetlands Specialist.
The EHP Specialist will be embedded within FEMA to provide technical assistance that may include:
Conduct site inspections and ensure that any proposed project actions comply with environmental, floodplain, and historic preservation laws, regulations, and executive orders.
Ensure EHP considerations are identified, documented, and communicated to the appropriate parties.
Conduct environmental assessments and environmental impact statements as required.
Assess potential impacts to species and habitat on projects, prepare No Effect memos, and conduct biological assessments and surveys to determine the existence of, and potential impact to, endangered species in accordance with criteria.
Conduct surveys, assessments, and reviews of other potential areas of impact such as water quality, wetland delineations, sole or principal drinking aquifers, prime farmlands, and other ecologically significant or geographically unique areas.
Perform analyses to ensure all reasonable alternatives have been evaluated in accordance with criteria and documented in written reports.
Provide technical expertise to assist with Floodplain and Wetland Issues to support documentation needed for Executive Order 11988 and Executive Order 11990.
May coordinate and complete basic to moderately complex site inspections to validate and record damage to assist in the FEMA Public Assistance grant delivery process.
If selected the role would initially be a part-time, casual position and would become full-time upon task order awards.
Qualifications
Minimum Requirements
Bachelor’s degree in Science, Engineering, Archaeology, Architecture, Architectural History or a closely related field with 6 years of related technical experience or demonstrated equivalency of experience and/or education.
Archaeologists, Architectural Historians, and Historic Architects must meet the professional standards outlined by the Secretary of the Interior’s Professional Standards in Archaeology and Historic Preservation.
Experience with Microsoft Office (Outlook, Teams, Excel, and Word), Adobe Acrobat, Google Earth (file conversion and import/export ability required), and smartphone.
Must be able to commit to travel assignments for up to 1 year in duration. Trips home to your residence are reimbursed and allowed every 30-45 days, depending on task order specifics.
Due to the nature of the work, must be a US Citizen with the ability to obtain and maintain DHS Public Trust clearance.
Must have a valid driver’s license, as a condition of employment, pass AECOM's motor vehicle records review.

Preferred Qualifications:
Relevant certification (Certified Wildlife Biologist, Certified Floodplain Manager, Certified Ecologist, Architect Registration Examination (ARE) and/or National Council of Architectural Registration Boards (NCARB), Certified Professional Horticulturist, Professional Engineer, Water Quality Association Certification, Professional Wetlands Scientist)
Relevant bachelor’s degree and 5 years of experience in the field of expertise and professional registration OR an undergraduate degree with 10 years in field of expertise in related field
Prior FEMA PA and/or CRC experience preferred, but not required, including experience with and understanding of FEMA’s PA Program and Policy Guide (PAPPG), the Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, Sandy Recovery Improvement Act (SRIA) Legislation, PA grant documentation review or project development experience, validating PA grant documentation, and developing or reviewing damage descriptions and dimensions, scopes of work, and cost estimates for PA grant applications.
Experience using FEMA Grants Manager.
Current DHS Public Trust clearance/badge.
Effective written and verbal communication skills with attention to detail.
Experience providing excellent customer service.
Strong observational, decision-making, analytical, critical thinking, organizational, and problem-solving skills with the ability to synthesize and present key disaster recovery issues and progress to resolution.
Flexible work style with the ability to immediately adapt to changing priorities.
Able to work independently, in a team environment, and under stressful conditions with tight deadlines and able to handle tense situations diplomatically.
Demonstrated behavior of flexibility, adaptability, and professionalism.
Additional Information
Sponsorship is not available.
This project has a heavy focus on production and quality. Staff must be committed to completing the work efficiently and accurately. Work will be monitored and reviewed regularly.
The offer of employment is contingent on Task Order requirements, your qualifications (education/experience) meeting task order requirements, your availability for the specific Task Order, your ability to obtain and maintain your PA-TAC training credentials, and AECOM being awarded client Task Order.
This position is contingent upon the ability to obtain/maintain/transfer a DHS Public Trust Clearance.
As a condition of employment, pass a DHS/FEMA background investigation.
This position is contingent upon task order and customer requirements and/or their approval.
If the contingency does not occur, then the offer is rescinded.
Offered compensation will be based on location and individual qualifications. The expected range is $95,000.00 - $145,000.00.
