Job Description
AECOM is seeking a visionary and self-motivated leader to accelerate and manage our strategic growth and services in Transportation Systems Management and Operations (TSMO) within AECOM’s Greater West Region and in support of other AECOM regions. As a high-impact, external-facing industry leader in TSMO, you will represent AECOM in the regional marketplace, overseeing business development, sales, and strategy. Internally, as an accountable and inspirational department leader within AECOM’s Traffic and Technology Division, you will be responsible for building, managing, and continuously developing a team of professionals delivering our TSMO services across the region.
The successful candidate will be dynamic and innovative, excelling in a team environment, focused on building strong client relationships and driving strategic growth through exceptional client service while staying ahead of market insights and trends. This position involves close collaboration with other division, department, and business leaders to ensure overall project delivery, team growth, and technical excellence. Together, the TSMO Department Leader will drive strategic planning, capture, delivery, and growth for AECOM in this market sector.
Client and Business Development
Lead the growth of AECOM’s TSMO services: Build upon regional experiences and expertise in Michigan, Indiana, Wisconsin, and Iowa to more broadly expand TSMO services across the Greater West region and in support of other regional/national pursuits. Actively seek and develop future opportunities for both public sector clients (state, county, local agencies) and private sector clients.
Collaborate with Transportation Business Line leaders: Work jointly with leaders across various departments and regions to identify and pursue new business opportunities. Develop innovative strategies to capture these opportunities and enhance AECOM’s market presence.
Develop and maintain strategic direction: Focus on client relationship management, proposal development, presentations, and growth initiatives specific to TSMO and related services. Maintain alignment with overall business goals and objectives.
Independently identify and cultivate new business prospects: Pursue new opportunities in TSMO while collaborating with senior leadership to proactively mitigate risks and optimize business development outcomes. Lead, manage, and support production of large-scale business development pursuits within TSMO and related emerging technology or intelligent transportation system (ITS) services.
Create and execute capture plans that include strategic teaming arrangements and differentiation tactics to strengthen AECOM’s competitive position and support the success of client projects.
Prepare impactful, persuasive client-facing proposals and presentations: Collaborate with national/regional leadership and marketing teams to present to potential clients in the TSMO, emerging technology, and ITS field. Represent AECOM in industry associations and serve as a role model within business and community organizations, engaging and exposing other AECOM staff to these functions.
Technical Excellence
Lead technical excellence in AECOM’s TSMO services: Including, but not limited to, services in technical areas of traffic management/operations centers, traffic incident management, advanced traffic signal management, roadway safety management, asset management, data management, strategic planning/systems engineering, and other emerging technology solutions integrated into daily system management and operations.
Foster and spur innovation: In TSMO, ITS, traffic, or other related engineering technical approaches and service delivery methods that meet client expectations, differentiate AECOM in the marketplace, and create value for AECOM or our clients. Create and share best practices amongst AECOM’s network of professionals in the TSMO services area.
Project Delivery and Management
Oversee project execution: Deliver projects on time, within budget, and meet or exceed client expectations. Implement effective project management methodologies and tools, including AECOM's project management delivery standards.
Coordinate cross-functional teams: Facilitate collaboration among various departments and stakeholders to create seamless project delivery and integration of TSMO services on contracts of varying scale and complexity.
Monitor project performance: Track key performance indicators (KPIs) and project milestones to align with strategic goals and objectives. Proactively address any issues or risks that arise.
Maintain client communication: Provide regular updates to clients on project progress, addressing any concerns and fostering strong client relationships through transparent and effective communication.
Uphold quality and safety compliance: Maintain high standards of quality and safety adhere to industry regulations and best practices throughout the project lifecycle.
People Management
Support recruitment and talent development strategies: Identify talent gaps and develop resourcing plans to meet current and future needs, ensuring project and business staffing resilience.
Recommend workforce planning and skill development initiatives: Enhance team capabilities and support future growth in TSMO and related emerging technology or ITS services.
Identify and train staff: Equip staff as industry technical leaders in delivering AECOM services to clients. Develop staff skills and experience aligned with personal and business goals and objectives.
Qualifications
Minimum Requirements:
Bachelor’s degree; in Engineering, Business, or similar discipline related to this role.
Minimum of 10 years of relevant experience; or demonstrated equivalency of experience and education, including 2 years in leadership roles.
Preferred Requirements:
Minimum of 20 years of professional experience in leading and delivering services, projects, or programs in public agency transportation assets in the broad range of services associated with overall active system management and operations
Minimum of 10 years in a leadership capacity and department level role.
Professional Engineer (PE) license, or other relevant certification is preferred.
Existing stakeholder, client, and vendor working relationships in TSMO, traffic, ITS, and other emerging technology related markets across the United States.
Detailed technical understanding of how transportation technology landscape across all modes of surface transportation travel is changing, consultant services in this industry and how clients are looking to plan, design, construct, integrate, operate, and maintain these technology deployments.

Offered compensation will be based on location and individual qualifications. The expected range is $130,000.00 - $200,000.00.
